Chandler <br />County Administrator <br />DIVISION HEAD CONCURRENCE <br />-R4:Obert M. eati g, P <br />Community Deevvelopme Director <br />FROM: Stan Boling,, AICP <br />Planning Director <br />DATE: September 8, 1993 <br />SUBJECT: County Staff Proposal to Resolve Certain Problems in Pine <br />Lake Estates <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of September 21, 1993. <br />BACKGROUND AND CONDITIONS: <br />General Background <br />Pine Lake Estates is an unrecorded, unapproved "subdivision" <br />located on the south side of CR 512, between 104th Avenue and 106th <br />Avenue (see attachment #1). In 1961, a Pine Lake Estates <br />informational map was recorded in the public records. The map <br />depicted 193 "lots" and "rights-of-way". However, the map was not <br />a plat under state and county law; therefore, the recorded map did <br />not create legal rights-of-way and lots. <br />More than 20 years ago, the Property Appraiser's Office tax parcel <br />maps began depicting all of the blocks, lots, and rights-of-way <br />shown on the informational map as if a real plat had been recorded; <br />dozens of separate tax parcels were established. In some <br />instances, single "lots" were established as individual tax <br />parcels; in other cases several "lots" under common ownership were <br />established as single tax parcels. The current pattern of tax <br />parcel configurations was established during the 1970's and early <br />1980's. <br />Currently, there are 72 separate tax parcels ranging in size from <br />70' X 128' (one "lot") to a parcel the size of eight "lots" <br />combined (see attachment #2). Also, to date, seven residences have <br />been constructed on various parcels, and some unpaved roadways have <br />been established within Pine Lake Estates. The southern two-thirds <br />of the development is zoned RS -1 (Residential Single Family up to <br />1 unit/acre), and the northern one-third, near CR 5121 is zoned CG <br />(General Commercial). <br />Staff/Property Owners Meeting <br />On March 30, 1993, staff of the planning division, public works <br />department, and county attorney's office, along with Commissioner <br />Fran Adams, met with Pine Lake Estates property owners to identify <br />and discuss problems in the Pine Lake Estates -development (see <br />16 <br />
