6U011 �,f�r e"] � <br />SEP 1 `�9� 9® F. 62,9 <br />BEACH AND SHORE PRESERVATION ADVISORY COMMITTEE <br />The Board reviewed the following memo dated September 18, <br />1993: <br />MEMORANDUM <br />TO: FELLOW COUNTY COMMISSIONERS <br />FROM: FRAN ADAMS <br />RE: BEACH AND SHORE PRESERVATION ADVISORY COMMITTEE <br />DATE: SEPTEMBER 18, 1993 <br />At the Thursday Beach and Shore Preservation Advisory <br />Committee meeting, the Committee recommended in a motion <br />(5-0) to the County Commission to proceed with a contract <br />with American Coastal Engineering to permit and construct <br />the P.E.P. Reef for our first project in Indian River <br />County. <br />We respectfully request that the County Commission <br />approve the concept of a beach restoration and protection <br />project in the form of a PEP Reef for a distance of 4000't <br />and the cost of the project to be borne by the committed <br />Tourist Development funds. <br />We further request that the Commission enter into <br />contract with American Coastal Engineering for the design, <br />permit+tune construction of the proprietary reef. The <br />details of the contract will be worked out with the legal <br />department. <br />Public Works Director Jim Davis recounted that last April the <br />Beach and Shore Preservation Advisory Committee (BSPAC) recommended <br />initiating a near -shore hardbottom mapping survey and a summertime <br />biological monitoring study of the shoreline from the Tracking <br />Station Park to Riomar Reef. This survey was recommended by the <br />Florida Department of Environmental Protection after a review of <br />some of the work done by the City of Vero Beach a few years ago. <br />Coastal Technology Corporation was selected to perform the study. <br />The Committee and the consultant agreed that we also should <br />research various erosion control methods, and that task was <br />included in the scope of work to be performed by the consultant. <br />The alternatives included dewatering, sand renourishment, and off- <br />shore breakwaters. A National Economic Development analysis was <br />performed to determine which methods would have a positive economic <br />benefit. This is the process the federal government uses to <br />determine which methods of erosion control merit federal funding. <br />The consultant presented a preliminary report of the results of the <br />analysis to the BSPAC at last Thursday's meeting indicating that an <br />offshore breakwater structure similar to the one in Palm Beach <br />County would have a positive economic benefit in Vero Beach. <br />34 <br />
