DRUM <br />AND STAFFED ENVIRONMENTAL SPECIALIST <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: BID N0. 3115 <br />ELEVATED STORAGE TANK REMOVAL <br />BACKGROUND <br />On July 14, 1993, a bid package was prepared for the purchase and <br />removal of the 500,000 gallon Torro Sphere elevated water tower located <br />at the South County Water Treatment Plant. The bid was advertised for <br />the month of July in the Florida Specifier and for a two-week period in <br />the local Press Journal. The bid opening date was August 11, 1993, and <br />only one bid was received (see attached bid package). <br />ANALYSIS <br />The one bid received was from Jack Ethridge Tank Company, Inc., for <br />$12,125.00, to be paid by Indian River County to have the subject water <br />tower removed. This negative bid also stated that this firm wanted a <br />503% deposit of the amount to be received in the form of a certified <br />check prior to proceeding with the job. This bid was rejected by the <br />Department of Utility Services. <br />On March 29, 1993, a letter was received (see attached) from Utility <br />Service Co., Inc., reflecting an offer of $5,000.00 for the removal of <br />the subject water tower. This work would be done according to all <br />Indian River County requirements. <br />After rejecting the only bid received, contact was then made with <br />Utility Service Company, Inc., to obtain a signed agreement and scope <br />of services (see attachment). <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize the sale and removal of the <br />water tower and execute the attached agreement for the amount of <br />$5000.00. <br />ON MOTION by Commissioner Eggert, seconded by <br />Commissioner Adams, the Board unanimously approved <br />the contract with Utility Service Company, Inc. in <br />the amount of $5,000 for sale and removal of the <br />water tower at the South County Water Treatment <br />Plant, as recommended by staff. <br />CONTRACT IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />;1 <br />
