DeBlois,'AICP <br />Chief, Environmental Planning <br />September 28, 1993 <br />Authorization to Issue Request for Proposals (RFP) for <br />Land Acquisition Consultant Services <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 5, 1993. <br />DESCRIPTION AND CONDITIONS <br />This matter is presented to the Board for authorization to <br />advertise the attached Request for Proposals (RFP) for <br />environmental land acquisition consultant services. The.purpose of <br />this RFP is to obtain proposals which may determine whether or not <br />contracting for such services would be in the County's interest in <br />implementing the county environmental land acquisition program. <br />With the passage of the bond referendum and the on-going submittal <br />of cost -share proposals to various state funding programs, the <br />County is reaching a point where environmental land purchase <br />negotiations will soon be necessary. <br />Although the acquisition process for several environmental <br />properties has been initiated from the standpoint of staff's <br />contact with prospective sellers, the negotiation of purchase price <br />and contracts has yet to occur. <br />With respect to all acquisitions, the County's objective is to <br />negotiate a purchase price for environmental lands which is at <br />appraised value or less. In doing so, the County has the option of <br />conducting these negotiations by in-house staff, or by contracting <br />land acquisition consultant services. These services would be paid <br />from bond referendum monies, as part of acquisition costs. <br />The County Land Acquisition Advisory Committee (LAAC), at its <br />regular meeting on August 25, 1993, endorsed staff's proposal to <br />advertise an RFP for- purposes of obtaining information on <br />environmental land acquisition consultant services. <br />ALTERNATIVES & ANALYSIS <br />It is important to note that advertisement of the attached RFP <br />would not obligate the County to contract for. environmental land <br />acquisition consultant services, but would only solicit information <br />for the County to consider in determining the costs and benefits of <br />such services. <br />21 <br />OCT -5 1993 <br />BOOK 90 PAGE 690 <br />
