Actually, you <br />could have a trial on one station and use the other station for <br />first appearances and arraignments. <br />Commissioner Macht noted that trial proceedings are very <br />expensive and this system is designed to eliminate the cost and <br />risk in transporting people from the Jail to the Courthouse. The <br />State has a limited amount of funds to pay these costs and when <br />those funds run out, the County picks up the cost. <br />Chairman Bird was concerned that sometime in the future a <br />liberal Supreme Court judge may say that it is cruel and unusual <br />punishment for the judge not to come face to face with the accused. <br />Commissioner Macht felt the practice of using audio/visual <br />transmission has been fairly well established. He stressed that <br />this system is not the icing on the cake; this system is standard <br />throughout the country. <br />Commissioner Adams asked if we will be over budget when we <br />finish the Courthouse, but Director Dean anticipated that we would <br />be under budget due to $1 -million of contingencies in the budget <br />that has not been touched yet. <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />Commissioner Tippin, that the Board approve the <br />amendment to the present contract with Precision <br />Contracting Services, Inc. to include the items <br />listed in staff's memo at an additional price of <br />$90,725; funding to come from optional 1 -cent sales <br />tax revenue. <br />Under discussion, Commissioner Tippin stated he could not <br />support the Motion because he felt that if all this state of the <br />art equipment really isn't needed at the Courthouse, there are a <br />lot of other things we do need in this county. It is a matter of <br />what we can afford. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
