The Legislature's action was in <br />response to the findings and recommendations of the Environmental Land Management Study <br />Committee (ELMS), set forth in the Committee's Final Report entitled Building Successful <br />Communities, published in December 1992. <br />The Legislature directed the Executive Office of the Governor to develop the Growth <br />Management Portion of the State Comprehensive Plan in coordination with the Legislature, <br />appropriate state agencies, regional entities, local governments, and citizens. In response to this <br />directive, Governor Chiles created by Executive Order, the Growth Management Plan Advisory <br />Committee. The purpose of the Advisory Committee is to advise and assist the Governor's Office <br />in the development of the proposed plan. <br />The purpose of the Growth Management Portion of the State Comprehensive Plan is to <br />establish clear, concise and direct goals, objectives and policies related to land development, water <br />resources, transportation and other related topics. The plan is intended to provide strategic <br />guidance for state, regional and local actions necessary to implement the goals and policies of the <br />State Comprehensive Plan. Over the past few months, the Advisory Committee has considered <br />the legislative mandates associated with this plan and has developed a preliminary draft. <br />Before the Committee proceeds with its work, it is important to hear from the public <br />regarding the Growth Management Portion of the State Comprehensive Plan. Governor Chiles <br />and Lieutenant Governor MacKay strongly believe that solutions to Florida's growth management <br />problems lie beyond Tallahassee. Your involvement and participation in developing this plan is <br />essential. <br />W <br />
