BOOK 90 parr 899 <br />In the past two years, the building division has reduced operating <br />costs substantially to compensate for the recession slowed building <br />activity and the resultant loss of revenue. Besides a staff <br />reduction of five positions prior to this summer, staff recently <br />eliminated another 1/2 position. By automating the building <br />permitting inspection system, additional cost savings can be <br />achieved. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to advertise either an RFP or bid for an automated building <br />permitting inspection system and acknowledge that a building <br />division budget amendment, transferring funds from personnel and <br />reserves to capital, will be required prior to execution of a <br />contract for the automated inspection system. <br />Community Development Director Bob Keating advised that at <br />least two vendors are interested in providing this product. It <br />will be necessary for the proposed system to interface with our <br />automated inspection system and that cost is reflected in the <br />estimates provided in staff's memorandum. At the present time, <br />staff is recommending that we go out for bids instead of requests <br />for proposals (RFPs). <br />Commissioner Adams agreed that an automated system will <br />improve the building inspection procedure. <br />Chairman Bird pointed out that this will help builders who <br />work evenings and weekends. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously authorized <br />staff to advertise for bids on an automated <br />inspection system and acknowledged that a building <br />division budget amendment transferring funds from <br />personnel and reserves to capital will be required <br />prior to execution of a contract for the system, as <br />recommended by staff. <br />OLD COURTHOUSE <br />-i <br />General Services Director Sonny Dean made the following <br />presentation: <br />34 <br />
