r 1) <br />OCT 19 1993 BOOK 9Q ca813 <br />Clayton's report was received on October 12. Rather than subject the report to staff <br />Interpretation, Millard Griffin, Certified Industrial Hygienist, Certified Safety Professional, <br />Group Leader for Environmental Health Services, Southeastern Operations, Clayton <br />Environmental Consultants, will present the report and answer questions. Also attached <br />is a staff report of the raw data collected from the employee survey of the remainder of <br />the Administration Building. <br />Thank you for consideration of this request. <br />Millard Griffin, representing Clayton Environmental <br />Consultants, discussed the following air quality problems within <br />the Utility Department: <br />• An inadequate amount of outdoor air is being delivered <br />inside the building via the air handling systems. <br />• The above condition results in lower air pressure inside <br />than outside the building. This condition is called <br />negative pressurization and results in unfiltered air <br />leaking in through cracks around doors and windows. <br />Mr. Griffin recommended that the County have an engineering <br />consultant determine whether the current system can be upgraded to <br />meet recommended air intake standards. <br />Other recommendations included: steam clean all the carpets <br />and vacuum thoroughly at least once a month to remove particulate <br />matter; sealing off a roof vent that is allowing humid air to enter <br />the building; clean all air grills thoroughly; insulate all pipes; <br />check the roof for leaks; relocate a bathroom waste pipe that is <br />directly between the air intake vents. <br />Mr. Griffin explained that untreated air entering the building <br />brings in dust, dirt and moisture which allow fungi and bacteria to <br />grow. Director Pinto's office has a door leading outside, which <br />allows more untreated air to enter the building than in other <br />areas, and the dehumidifier in his office is unable to compensate <br />for the amount of moisture in the air. <br />Commissioner Adams commented that some of the plants alongside <br />the building smell like urine and should be removed. <br />Commissioner Macht suggested leaving the air conditioner <br />running on weekends. <br />Administrator Chandler reported that Risk Manager Beth Jordan <br />compiled the results of a questionnaire that was recently <br />distributed to employees throughout the building. He stressed that <br />this is the County's 5th study since 1988 and perhaps we should <br />hire a heating, ventilating, and air conditioning (HVAC) specialist <br />to determine what alternatives are available. <br />38 <br />
