Chairman Bird requested any Commissioners who would like to <br />attend the workshop to complete the reply form and mail it in. <br />DISCUSSION REGARDING EROSION CONTROL LINE <br />Commissioner Adams reported that The Florida Department of <br />Environmental Protection (DEP) requires an erosion control line, <br />which is a boundary between private and public beachfront property, <br />in conjunction with the prefabricated erosion protection (PEP) <br />reef. She explained that sand that accumulates on the beach <br />seaward of the erosion control line is state property, and sand <br />that accumulates landward of the line belongs to the property <br />owners. A survey and public hearings will be required, and <br />Commissioner Adams asked the Board to direct staff to determine <br />whether the survey can be done by staff or whether consulting <br />engineers would be needed. She also would like staff to find out <br />whether the work the City of Vero Beach did in 1987 might be useful <br />for this project. <br />Commissioner Macht wondered why the DEP had this requirement <br />since the State already has an easement on all oceanfront property. <br />Commissioner Adams advised that oceanfront owners historically <br />have paid taxes based on total square footage of their property. <br />As a result of significant erosion they are paying tax on land that <br />is no longer there. Therefore, new boundary lines are needed. <br />The consensus among the Board members was that staff should <br />make the necessary determinations and present the information to <br />the Board for further consideration. <br />SOLID WASTE DISPOSAL DISTRICT <br />The Chairman announced that immediately upon adjournment the <br />Board would reconvene sitting as the Board of Commissioners of the <br />Solid Waste Disposal District. <br />Those minutes are being prepared separately. <br />There being no further business, on Motion duly made, seconded <br />and carried, the Board adjourned at 12:02 p.m. <br />ATTEST: <br />J. arton, Clerk <br />53 <br />L- 0 C T 191,993 <br />Richard N.
