US -92 -38 -CS <br />On May 11, 1993, the Indian River County Board of County <br />Commissioners approved a work authorization with Marshall, McCully <br />and Associates for engineering, design, and inspection in the amount <br />of $20,067.90. Under a continuing services contract, Marshall, <br />McCully and Associates were to design a low pressure sewer system <br />for a service area of 70± lots. There is a potential threat posed <br />to the Indian River lagoon from septic tanks in this area (see <br />attached letter from HRS, minutes, and agenda item). <br />ANALYSIS <br />We are proposing only to have the engineer design and inspect the <br />low pressure force main, as well as all required power conduit. <br />This design will duplicate the Rockridge sewer system almost <br />exactly. The lift stations will be designed; however, we do not <br />intend to construct them with this project unless people voluntarily <br />wish to connect at the contract amount. This will allow homeowners <br />to connect to the system in the future as they wish. At the time of <br />home connections, we will either install the stations ourselves or <br />allow the homeowner to have his home connected as a separate utility <br />project. All homeowners will be provided lift station and wiring <br />detail. Total estimated construction, engineering, and <br />administrative costs are estimated to be $234,666.27. This cost per <br />square foot is $0.15017978086. This project is to be funded through <br />the assessment of property owners along the proposed sewer route. <br />In the interim, financing will be through the use of impact fee <br />funds. <br />Due to the extremely high costs of this project to the property <br />owners with the necessary surveying, engineering, design work, and <br />associated costs, staff is seeking conceptual approval to send <br />notification of estimated costs to the property owners and <br />scheduling an informational meeting prior to proceeding with this <br />project and expending any additional funds for outside design and <br />surveying services. After obtaining input from property owners, <br />staff would come back to the Board of County Commissioners with a <br />recommendation regarding project direction and possibly Resolutions <br />I and II for commencement of the project. <br />RECOiMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners conceptually approve proceeding with <br />this proposed project. At a later date, staff would come back to <br />the Board with a preliminary assessment roll and Resolutions I and <br />II to establish a public hearing date. <br />55 <br />U��K �0 RS G <br />uct <br />
