NOS 2 1993 <br />BOOK 90 FnF914 <br />A recent example is the decision by the Orange County School System <br />to contract out the construction of their schools for the first <br />time since 1986. This decision was based on a study of <br />construction costs of two identical schools. The study concluded <br />that a four percent savings or $127,421 on approximately three <br />million dollars worth of construction was realized by the school <br />district when they contracted to the private sector. <br />The Associated General Contractors believe that the potential for <br />similar savings exist within Indian River County. <br />As a result, the Florida East Coast Chapter would like to be placed <br />on the County Commission meeting agenda under "Public Matters" to <br />suggest the formation of a task force to review costs of force <br />account work versus contracting with private enterprise. <br />The Associated General Contractors of America, Inc. has members who <br />have expressed an interest in being a part of this task force. We <br />have also received favorable responses from other local <br />associations. Hall <br />Executive Assistant <br />In response to Commissioner Eggert's question, Steve Hall <br />suggested that it might be better if the petition paving projects <br />were contracted out. He also suggested annual contracts for <br />maintenance of unimproved roads, and perhaps mowing of medians. <br />Administrator Chandler noted that with the exception of <br />petition paving, all construction is done by bids. We have started <br />to look at a number of operations within the County with regard to <br />basic operating expenses, i.e. fleet management, park management <br />and perhaps going to day laborers for Road & Bridge work. <br />Commissioner Adams felt a study would be very beneficial and <br />wished to see Steve Hall become a part of the task force. <br />Commissioner Tippin was in agreement with having a look at <br />this matter in order to find out the most effective methods of <br />doing the work. We might find it is better for the County if the <br />County does the work. <br />Commissioner Eggert also supported the study, saying she <br />wanted next year's budget to reflect a real study of ways we can <br />economize. She hoped the study would be completed in -6 months so <br />it could be digested before the July budget workshops. <br />22 <br />
