4) St. Johns .River Water Management District - Management <br />and Storage of Surface Waters (MSSW) Permit - Vero Lake <br />Estates Subdivision - Required for Paving 101st Avenue <br />and 79th Street <br />Funds available in VLE MSTU Fund <br />5) CR507 Roadway Realignment north of CR512 to Babcock <br />Street <br />Traffic Impact Fee Dist. 7 - $200,000 budgeted <br />6) 66th Avenue Paving and Drainage - 5th St. SW to <br />4th St. (1 mile) <br />Traffic Impact Fee Dist. 8 & 9 - Special <br />Assessment Funding possible - $300,000 <br />budgeted <br />The Public Works Department's staff would have difficulty <br />designing all 6 projects prior to September 1994, unless <br />Petition Paving Design and other project design is <br />temporarily suspended. <br />Currently, funds are budgeted and available in the various <br />funds for professional services to design the projects. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative #1 <br />Develop a scope of work for the 6 projects and <br />request proposals from local consultants. <br />Projects 1, 2, and 3 are generally below the CCNA <br />thresholds of $10,000 for planning/design fee and <br />$120.,000 for construction cost. The CCNA <br />procedures would not be required for projects 1, <br />2, and 3, but formal advertisement and selection <br />will occur. Standard CCNA procedures will be used <br />for Projects 4, 5, and 6. <br />Alternative #2 <br />Authorize staff to proceed through the Competitive <br />Consultant Negotiation Act Procedures to recommend <br />Consultants for projects.
