Rymer, Director of the Building Division, reported <br />that the Sheriff's Department notified her that these properties <br />are being entered illegally and used for illegal purposes. She <br />added that two individuals hold tax certificates on these <br />properties, and they were notified by certified mail of this <br />condemnation proceeding. <br />Commissioner Adams asked if the owners of these buildings are <br />county residents. She wondered whether we will ever be able to <br />recover the cost of demolition. <br />Director Rymer responded that the owners of record are local <br />residents. Staff has not been able to reach them by telephone, but <br />they were notified by certified mail. She agreed that we may not <br />be able to recover the cost of demolishing the buildings. The Road <br />and Bridge Department has been handling demolition without the use <br />of outside contractors to save money, and most of the costs <br />associated with demolitions are landfill charges. <br />Attorney Vitunac stressed that the County has a responsibility <br />to keep the county safe for its residents even if we do not recover <br />the cost of destroying these structures. <br />Karl Zimmermann, Tax Collector, commented that the County's <br />lien for the cost of demolition would supersede the Tax Collector's <br />lien. <br />Chairman Bird asked if we had discussed with the Fire <br />Department the possibility of using them for a controlled burn. <br />Director Rymer responded that we always offer these types of <br />buildings to the Fire Department, but they usually cannot be used <br />for controlled burns because of their location. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 93-197, providing for the demolition of <br />unsafe structures and the recovery of costs, as set <br />forth in the staff's memorandum. <br />44 <br />
