ANALYSIS: <br />These properties were arrived at by reviewing sizes of lots, <br />density, accessibility to nearby transmission mains, telephone <br />calls, and personal contact with homeowners, and agrees with HRS <br />regarding priority of need. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the project phases as <br />presented and authorize immediate negotiations with the <br />previously -approved engineering firms for design services related to <br />the projects. <br />Utility Services Director Terry Pinto reported that Utilities <br />Department and Planning Department staff met with Department of <br />Health officials to prioritize the expansion of water in the county <br />to meet Comprehensive Plan requirements and health concerns. The <br />phases are similar in size to make it fair for the engineers. The <br />projects are fairly large to attract more bidders and get a better <br />price for materials based on volume. <br />Mike Galanis, Environmental Health Director, indicated that he <br />agreed with the priorities set forth in staff's memorandum. <br />Commissioner Eggert hoped that some of these areas will become <br />available for affordable housing after utilities are in place. <br />Director Pinto indicated that having utilities will enable <br />areas with small lots that are presently unbuildable to be <br />developed. <br />Assessment Projects Manager Dan Chastain stated that a number <br />of builders have urged him to get water to these subdivisions as <br />soon as possible because they feel that having county utilities <br />will stimulate development. Vero Lake Estates, in particular, is <br />expected to be a growth area because it is near the new high <br />.,'school. <br />Director Pinto agreed that it is preferable to install water <br />lines before the lots are developed. Unfortunately, a number of <br />the lots are already developed and people will be unhappy about <br />having to pay an assessment, even those who admit they need better <br />water. <br />Commissioner Bird led discussion about the timing of the <br />phases, and Director Pinto explained that all of the projects will <br />- be started during 1994. <br />Chairman Bird understood that a number of vacaInt lots are <br />involved in these projects and asked whether we have had any <br />problems getting out-of-state owners to pay the assessments. <br />57 <br />NOV - 91993 <br />BOOK 90 1002 <br />
