�NOV - 91993 <br />BOOK 90 PAGE 1009 <br />Commissioner Macht emphasized that a minimal amount of staff <br />time is involved. It has been his observation that the County, the <br />municipalities and, to some degree, even constitutional officers <br />operate separately and often are at odds with each other. There <br />are areas where cooperation and perhaps a mutual effort could save <br />the taxpayers some money. He would like to see a time come when <br />all the groups can sit down together in a quarterly or bi-annual <br />workshop to consider anything that would benefit the general <br />welfare of the citizens. He felt that we ought to give more <br />consideration to dealing with everything as a county, not as county <br />government or city government. He stressed that an elected County <br />Commissioner has not only the right, but the responsibility to use <br />whatever resources he can to gather information to do his job. He <br />asked for the consensus of the Board. <br />County Attorney Charles Vitunac advised that if two or more <br />members of one governing body are present at the same meeting, the <br />meeting is subject to the Government in the Sunshine Law. If those <br />present at Commissioner Macht's meeting are just having informal <br />discussions, there is no problem. There is a dividing line <br />somewhere between a group that just meets to talk and one which is <br />formal. Commissioner Macht's idea is to have a group get together <br />without any by-laws or any name or anything -- just whoever wants <br />to meet in a room and talk -- with only one member present from <br />each governing body. <br />Commissioner Tippin felt that this group should be a formal <br />committee to prevent confusion, and Commissioner Adams suggested <br />that we allow the group to proceed on an informal basis. She did <br />not see any difference between meeting informally one on one or <br />meeting as a group, and meeting as a group does save time. <br />Chairman Bird understood that the meetings are just informal, <br />casual brainstorming discussions on where and how to eliminate <br />unfunded mandates and duplication of costs among various government <br />entities in order to decrease taxes. He thought the indication <br />given by Commissioner Macht was that he would keep the group on an <br />informal level at least at the initial meetings. However, if it <br />reaches a more formal level, we will change the status. <br />M <br />
