Commissioner Macht agreed it is a positive program. <br />Commissioner Eggert agreed it is a good and worthwhile program <br />but was concerned about the money. She asked whether some of the <br />present equipment is good enough to be used for a while longer and <br />purchase fewer pieces of equipment. <br />Sheriff Wheeler explained that this is not a request to throw <br />out the old equipment and buy all new equipment. There are more <br />inmates available, there is a need, and equipment which is not <br />totally worn out will continue to be used, and then used for parts. <br />Commissioner Macht asked whether it would be acceptable to <br />Sheriff Wheeler if the Commission passed a resolution to authorize <br />the County Administrator or his designee to negotiate with the <br />Sheriff or his designee for a reduced list that would satisfy the <br />Sheriff's needs. <br />Sheriff Wheeler stated that he wanted to cooperate. He would <br />direct his jail administrator to meet with the County administrator <br />and present the list of equipment needs which can be purchased <br />through the County's purchasing department under the direction of <br />the budget department. <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />Commissioner Eggert, to approve the Sheriff's <br />request in concept and to direct the County <br />Administrator to negotiate with Sheriff Wheeler to <br />acquire mowing and ditch maintenance equipment to <br />satisfy his needs for significantly less than the <br />proposed $17,000. <br />Under discussion, Commissioner Tippin- asked whether the <br />expenditure would be up to $17,000, and Commissioner Macht <br />clarified that it would be a lesser figure than requested. Staff <br />can negotiate to a point that will satisfy the Sheriff's needs and <br />give the Board some relief. Commissioner Macht cautioned that the <br />status of the contingency fund is a very serious consideration. <br />Sheriff Wheeler accepted the proposal. <br />Commissioner Eggert was concerned about no limit on the <br />amount, and Commissioner Macht clarified that his motion calls for <br />significantly less than the proposal before the Board. <br />Commissioner Adams thought Sheriff Wheeler should have <br />researched availability of excess equipment from other departments <br />before addressing the Board. She pointed out that there was only <br />one bid from True Value at $16,900. Commissioner Adams agreed that <br />this is a good project but the funds should come from the Sheriff's <br />budget.
