Commissioner Macht cautioned that if we suffer some sort bf <br />spill the day after we designate these funds for this purpose, we <br />would have to go to the taxpayers to fund the cleanup, and <br />Administrator Chandler confirmed that. <br />Commissioner Eggert was worried that we have no other source <br />of funds for cleanup <br />Commissioner Adams asked how this project would fit into the <br />overall goals and plans of the Environmental Learning Center. <br />Mr. Galanis saw this as an educational tool to demonstrate <br />ways to avoid pollution from human waste. <br />George Bunnell, speaking for the Environmental Learning <br />Center, thought the funds. were intended to be used to deal with <br />environmental pollution. When Mr. Galanis suggested this project <br />as an educational tool to demonstrate the optimum, state of the art <br />pollution -handling facility, Mr. Bunnell saw it as one of the <br />intended uses of the funds. Currently, the Center has a septic <br />system, and when the auditorium and classroom facility are created, <br />the proposed project would treat waste and be an educational tool. <br />Discussion ensued regarding the wastewater treatment currently <br />available in the general vicinity of the Environmental Learning <br />Center. Assistant Director of Utilities Services Harry Asher <br />advised that the current plan is to utilize the treatment plant at <br />Marsh Island when we take over that franchise. <br />Commissioner Adams led discussion regarding the type of system <br />planned for this project, and Mr. Galanis stated that they will use <br />environmental engineers to design an innovative plan. There is not <br />a specific plan at the moment, and the project is planned for two <br />or three years from now when the Environmental Learning Center will <br />be nearer to completion. <br />Holly Dill, executive director of the Environmental Learning <br />Center, explained that they expect to approach private foundations <br />for help. They approached the Board first because it will be <br />easier to sell the project with the County's backing. <br />Commissioner Adams thought the request was too vague, and she <br />could not support a project with no plan. <br />Commissioner Macht thought that this was an inappropriate use <br />of the funds. The primary use for the funds is environmental <br />cleanup, and if we use the funds for a project such as this, we <br />would have to go to the taxpayers if we have a pollution problem. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously denied the <br />request. <br />27 <br />�noK %C <br />NOV 2 3 1993 <br />
