These <br />maps need to be updated as changes occur. In this case, the end of <br />a runway and its clear zone have changed. These amendments reflect <br />the changes at Vero Beach Municipal Airport and New Hibiscus <br />Airpark. <br />Potable Water Sub -Element Policy 1. 3, Sanitary Sewer Sub -Element <br />Policy 1.3, and Capital Improvements Element Policy 3.5 <br />Presently, these policies are not accurate. The policies refer to <br />an ordinance that has since been amended. Since the methodology <br />for determining Equivalent Residential Units is adequately <br />described elsewhere in the Infrastructure Element, there is no need <br />to mention the county ordinance in these policies. Therefore, this <br />amendment will update these policies by deleting references to <br />county ordinances. This change will ensure that the policies are <br />and remain accurate. <br />CONCLUSION <br />Staff's position is that these proposed amendments will enhance the <br />plan by facilitating needed projects within the county, and by <br />adding accuracy and clarity to the comprehensive plan.' Also, it <br />has been demonstrated that these amendments maintain the plan's <br />internal consistency. For these reasons, staff supports the <br />adoption of the proposed amendments. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners approve these comprehensive plan amendments as <br />identified in attachment 4. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously adopted <br />Ordinance 93-35 amending the text of the future land <br />use element, the traffic circulation element, the <br />capital improvements element, the potable water sub - <br />element, the sanitary sewer sub -element and the <br />ports, aviation and related facilities element of <br />the Comrehensive Plan, as recommended by staff. <br />40 <br />
