He didn't believe they were happy <br />campers, but when their franchise was approved, it was based on <br />their connecting to County facilities when they became available <br />and the impact fees were escrowed for that connection. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />NORTH BEACH WASTEWATER EVALUATION - SEA OAKS <br />The Board reviewed the following memo dated 11/17/93: <br />DATE: NOVEMBER 17, 1993 <br />TO: JAMES E. McCAIN <br />AND STAFFED CAPITAL PROJECTS ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: NORTH BEACH WASTEWATER EVALUATION - SEA OAKS <br />BACKGROUND <br />On March 23, 1993, the Indian River County Board of County <br />Commissioners approved a continuing services agreement with Brown <br />and Caldwell for Master Plan continuing consulting services (see <br />attached agenda item and minutes). As a result of the Disney <br />project's plans to move ahead, we have had Brown and Caldwell <br />re-evaluate the North Beach water system -(see attached <br />Board -approved agenda item and minutes), and we now want them to do <br />a similar evaluation on the North Beach Wastewater Treatment Plant; <br />i.e., Sea Oaks. This investigation has been prompted by a $2.5± <br />estimated construction cost to expand Sea Oaks by.only .5 MGD. We <br />feel it may be more cost effective to divert flow to another <br />wastewater treatment facility. <br />- ANALYSIS <br />The negotiated cost for Brown and Caldwell's services is $15,400.00 <br />(see attached work authorization) The main focus of this <br />evaluation is to determine the feasibility of expanding the Sea Oaks <br />Wastewater Treatment Plant versus the diversion of wastewater flow <br />to the County's North County Wastewater Treatment Plant and/or other <br />options. They will also explore the ramifications of flow diversion <br />on the North Beach effluent disposal and wastewater collection <br />system. For a detailed scope of services, please refer to the <br />attached work authorization with Brown and Caldwell. Funding for <br />this work will be from the impact fee account. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommend that the <br />Board of County Commissioners approve the work authorization with <br />Brown and Caldwell as presented. <br />103 <br />
