A special committee was appointed by the league to conduct a study of the <br />conditions and needs of the Gifford community. Following their study, the committee <br />made the recommendations included in this master plan proposal to the league. Also <br />included in the proposal are the results of a sunray conducted in 198243. This proposal is <br />being submitted in the year of 1993. <br />The intent of the proposal is two -fold: 1.) it is hoped the it will ensure the <br />awareness of county commissioners and other county officials of the problems and desires <br />of the citizens of the Gifford communis : and 2.) it writ save time and • money by <br />eliminating the need for Indian River County to survey the community. <br />The Progressive Civic Leaps of Gifford will lend its support in any areas needed, <br />and will solicit and coordinate support resources from Gifford Citizens <br />A master plan was submitted to the Indian River County Board of Cormty <br />Commissioners in 1966 -and. in 1968. It requested overall improvamemts needed in the <br />Gifford community based on a four-week asrrve:y. It cited the need for. street -paving, <br />sidewalks, recreation, water and sewer, heath and mon, street lights, traffic lights, <br />and drainage improvement. The plan was revised in 1972 and zoning, code enforcement, <br />ditch clearance, fire protection, and low4ncaome housing were added to time needs F. <br />Some strides have been made, and the arnrent members of the county commission <br />have shown interest in bringing about improv in the Gifford community Yet, many <br />of the same problems that were addressed in the 1966, 1968, and 1972 manta plans 80 <br />VdsL An example of an eadsting problem is a dire need for low income housing for single <br />working mothers, senior citiz=6 and other citizens whose incomes prevent the purchase <br />of homes and the inability to pay todaf a ova rental fees, <br />The recommendations in the plan have been divided into three categories: (A) A <br />SHORT-RANGE PLAN, 1993-1995; (B) A FOLLOW-UP PLAN 1995-1997; and (C) <br />LONG-RANGE PLAN, 1997-. <br />With the hope that this revised master plan will pave the way for a smooth, <br />workable solution to the problems plaguing the Gifford conmmunky, the Pn*=ive Civic <br />League of Gifford humbly submits this master plan proposal to the officials of Indian River <br />County. <br />14 <br />M M r L - 330 <br />
