Branch I:ibrary - We raga County Commission► <br />agencies, establish a branch of the public library in the Gifford community. <br />As the community and county co= ues to grow, there will be, demands for <br />improvements in many areas, we hope that you do not consider these proposed plan as <br />the solutions to all of our present and future problems. <br />As citizens of Indian Riva County, our collective efforts wig make iiving <br />conditions better in our county and a cleaner, safer and healthier Gifford community. <br />Likewise, we are of the opinion that if the Commissioners would conduct quarterly <br />or semi- workshops worksho in the Gifford community this action would create atter <br />working relationship between the 'citizen and the county officials. <br />Freddie L. Woolf ork, president of the Progressive Civic League <br />of Gifford, highlighted portions of the Master Plan. He noted that <br />Gifford needs more sidewalks, better code enforcement, an indoor <br />recreational facility, a library, a fire station, a health clinic <br />for the elderly, better maintenance of ditches and canals that <br />frequently flood, and more affordable housing. Mr. Woolfolrk urged <br />the Board to consider a Gifford Taxing District to fund these <br />expenses. He realized the taxing district issue is a hot, hot <br />potato, but if they are allowed to tax themselves they can,improve <br />their own area. He felt the matter is touchy because it requires <br />setting boundaries for Gifford that would include some businesses <br />on U.S. #1 and possibly Grand Harbor. He pointed out that those <br />businesses and Grand Harbor are happy to be a part of Gifford when <br />it comes to benefitting from water and sewer service. Gifford <br />residents only ask that the Commissioners be fair to them and <br />include all of Gifford in the taxing district. <br />Commissioner Eggert noted that the Board would be happy to <br />consider that option whenever they are ready to move on it. <br />19 <br />o <br />BOOK 91 FADE 121 <br />
