Existina Land Use Pattern <br />The subject property, encircled by a chain link fence, is zoned A-1 <br />Agricultural District (up to 1 unit/5 acres) and contains an <br />agricultural products plant and a small retention pond on the north <br />portion of the site and rows of trees on the south portion of the <br />site. Land to the north, also zoned A-1, is developed with a <br />residence and several storage buildings. To the east, across a <br />drainage canal and 90th Avenue, is pasture land zoned RS -3, Single - <br />Family Residential District (up to 3 units/ acre). I-95 borders <br />the subject property on the south and west. <br />Future Land Use Pattern <br />The subject property and property to the north and east are <br />designated L-1, Low -Density Residential -1 (up to 3 units/acro) on <br />the future land use map. The L-1 designation allows agricultural <br />uses and residential uses with densities of up to 3 units/acre. <br />Land to the west and south, across I-95, is designated AG -2, <br />Agricultural -2 (up to 1 unit/10 acres) on the future land use map. <br />The AG -2 designation allows agricultural uses and residential uses <br />with densities of up to 1 unit/10 acres. <br />Environment <br />According to County Flood Insurance Rate Maps, the subject property <br />is located in a Zone A; this indicates that the property is within <br />the 100 -year floodplain. No base flood elevations have been <br />determined for this site. Although the interior of this parcel is <br />landscaped with native and non-native trees, the perimeter has-been <br />invaded by the Brazilian pepper, an exotic, nuisance species. <br />While some protected native <br />environmental planning staff have <br />cover, understory, and canopy) <br />exist on the site. <br />Utilities and Services <br />trees exist on the property, <br />concluded that no intact (ground <br />native upland plant communities <br />The site is within the Urban Service Area of the County; however, <br />wastewater lines do not extend to the site. This <br />segment of 90th Avenue is programmed for expansion to 60 feet of <br />public road right-of-way by 2010. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented.
