WHEELER FOR TRANSFER OF FUNDS <br />The Board reviewed the following letter from Sheriff Gary C. <br />Wheeler dated November 30, 1993: <br />November 30, 1993 <br />The Honorable Richard N. Bird, Chairman <br />Board of County Comma inners <br />Indian River County <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />Dear Chairman Bird: <br />As you are aware, we have been working with Dr. Gary Norris and his staff <br />at the School District to find a way to restore funds to the School Resource <br />Program lost in the recent fiscal year 1994 budget reductions. I met with Dr. <br />Norris and Board member Stan Mayfield and came to a tentative agreement <br />contingent on .approval by the Board of County Commissioners and the School <br />District. <br />The purpose of this agreement is to restore two School Resource Officers to <br />that program for the remainder of this fiscal year. Dr. Norris will recommend <br />to the School Board the purchase of five automoblles from their capital <br />program to be used by School Resources Officers. Those cars will remain the <br />property of the School Board and will be appropriately insured. In return, I <br />will request the Board of County Commissioners to approve the transfer of up <br />to $72,519 from my Capital Budget to my Personnel Budget in order to replace <br />those two deputies. <br />Once the immediate staffing problem Is solved, Dr. Norris and I have agreed <br />to explore all funding avenues available for fiscal year 1995 including the <br />proposed Safe School funding legislation coming before the State Legislature <br />for the 1995 fiscal year budget. We have agreed to explore a partnership <br />approach between the School District and County to facilitate full staffing of <br />this program In the -coming fiscal year. <br />Accordingly, you are requested to place my transfer of funds request on the <br />Commission Agenda for December 14, 1993. <br />Sincerely, <br />Gary Wheeler, Sheriff <br />Sheriff Wheeler reported that it is uncertain at this time <br />whether we will get a Federal Community Oriented Police Enforcement <br />(COPE) grant. However, Congressman Bacchus promised that he will <br />support our grant application. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Chairman Bird being absent) approved a Sheriff's <br />Department transfer of up to $72,519 from the <br />Capital Budget to the Personnel Budget. <br />10 <br />
