RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special -exception use approval with the <br />following condition: <br />1. That prior to issuance of any Certificate of Occupancy (C.O.) <br />for any project phase, all constructed phases of the plant <br />site shall be entirely fenced. <br />Commissioner Adams recalled from past Planning & zoning <br />Commission meetings that Hobart Park was to be limited to <br />recreational uses. <br />Community Development Director Bob Keating explained that this <br />is an allowable special exception use in most zoning districts. He <br />did not recall any specific restrictions being placed on that area. <br />Attorney Vitunac advised that he wrote a legal opinion at that <br />time which stated that a wastewater treatment plant in that area <br />would be acceptable, and that it would provide a source of <br />reclaimed water for irrigation purposes at Hobart Park. <br />The Vice Chairman opened the public hearing and asked if <br />anyone wished to be heard in this matter. There being none, he <br />closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Chairman Bird being absent) granted special <br />exception use approval for an expansion of the North <br />County Sub -Regional Wastewater Treatment Plant, <br />provided that prior to issuance of a Certificate of <br />Occupancy for any project phase, all constructed <br />phases of the plant site shall be entirely fenced, <br />as recommended by staff. <br />PUBLIC HEARING - PROPOSED ORDINANCE AMENDING CHAPTER 201 <br />(UTILITIES) OF THE COUNTY CODE <br />The hour of 9:05 a.m. having passed, the County Attorney <br />announced that this public hearing has been properly advertised as <br />follows: <br />15 <br />DEC 141993 BOOK 91 F.,IF:34 <br />
