PSAC Recommendation: Adopt the proposed LDR amendment with <br />some allowances for counting stabilized <br />(mulch, -marl, sod) parking and storage <br />areas as open space. <br />Planning Staff <br />Recommendation: Adopt the LDR amendment, as_j?.resented. <br />PZC Recommendation: (On a 5-0 vote) Deny the LDR amendment <br />application, delete the fishing -related <br />commercial sales and service provisions <br />from the proposed ordinance, and require <br />such uses to be located in areas already <br />zoned commercial. <br />The Vice Chairman opened the public hearing and asked if <br />anyone wished to be heard in this matter. <br />Attorney Warren Dill, representing Richard Green, gave a <br />history of his clients reasons for requesting the change in the <br />LDR. Mr. Green is an experienced fisherman and saw the potential <br />for a bait and tackle business near the bass fishing areas in <br />Indian River County. He does not qualify for the current special <br />exception use in agricultural districts to establish that business <br />because he owns only 10 acres and the special exception requires <br />500 acres. The proposed LDR amendment would allow Mr. Green to <br />supply fishermen with bait and tackle, along with boat and boat <br />trailer storage near the fishing areas. Mr. Dill described this as <br />clean industry which will increase business for restaurants, gas <br />stations, hotels and motels and provide tax revenues to Indian <br />River County. He clarified that the proposed amendment is not <br />specifically for this site but will apply throughout the county, <br />which has many wonderful fishing areas. Mr. Dill pointed out that <br />staff recommended approval of the amendment with restrictions and <br />requirements to meet criteria before a special exception use would <br />be granted, and he urged the Board to approve the requested <br />amendment. <br />Richard Green, resident of Brevard County, described his <br />vision of a fishing camp near the water impoundments. He saw the <br />potential for a bait and tackle shop with boat and boat trailer <br />storage. Mr. Green related his experiences as a fisherman in this <br />area since 1961, and pointed out that Stick Marsh and Farm 13 are <br />well known for world class bass fishing. He stated that the <br />hotels, motels, shopping districts and other related businesses in <br />Brevard County are getting the business from these fishermen that <br />Indian River County could be getting.
