This is similar to what is being done in <br />Orange, Duval and St. Johns counties where they pay for all of the <br />bonds because the Board approves them. If the other method is <br />used, most budget officers would put it in their budgets and the <br />Board would. -pay for it anyway. <br />Attorney Vitunac advised that the Board cannot waive a bond <br />because the law requires a bond from the Constitutionals. The <br />Board has the discretion to vary the amount of the bond depending <br />on how much money they have at risk. It has to be in good faith, <br />of course. <br />Mr. Barton didn't feel that the Board would want to pay the <br />high premiums for the Clerk or the Tax Collector for the millions <br />of dollars their departments handle. There is a minimum level. <br />Attorney Vitunac liked Mrs. White's suggestion to have one <br />unified bond person do it all at once on one bid. She has shown <br />that there is a lot of money to be saved. <br />Attorney Vitunac reaffirmed his opinion that the County <br />shouldn't get involved in obtaining bonds for any independent <br />taxing districts, such as the Mosquito Control District. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Chairman Bird being absent) approved a budget <br />adjustment for sufficient money to satisfy the 4 - <br />year bond requirements for the Tax Collector; <br />directed staff to proceed toward the bid process to <br />obtain bonds; and directed staff to notify the <br />Mosquito Control District Board that they will be <br />required to pay for their own bonds in the future. <br />45 <br />j6._ DEC 2 11993 <br />BOOK 91FAGc . <br />
