Keat jrW de <br />n ,A ICP <br />Community Development Difor <br />.46 <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: December 21, 1993 <br />SUBJECT: Second Hearing: Request to Adopt Proposed Land <br />Development Regulation (LDR) Amendments <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its special <br />meeting of January 5, 1994. <br />BACKGROUND: <br />At its special hearing of December 14, 1993, the Board of County <br />Commissioners reviewed and considered a draft ordinance consisting <br />of 10 sections of LDR amendments. At that time, the Board directed <br />staff to make some changes to certain sections. The Board also <br />indicated that it intended to consider final adoption of the <br />ordinance at the scheduled January 5, 1994 public hearing (see <br />attachment #1 for the action summary for -the December 14, 1993 <br />meeting). <br />Staff has revised certain sections of the proposed ordinance based <br />upon direction given by the Board. The Board is now to consider <br />final action on the proposed ordinance. <br />ANALYSIS: <br />*Debris Burning <br />Section 1 of the draft ordinance and section 1 of the "final" <br />ordinance (see attachment #2) relate to landclearing debris <br />burning. At its December 14th meeting, the Board directed staff to <br />modify the draft ordinance so that the following changes will be <br />made to the existing LDRs: <br />Delete existing LDR provisions for a permanent, private debris <br />burning facility use. <br />Add to the existing LDR <br />debris burning facilities <br />relating to haul routes <br />safeguards. <br />allowance for temporary (6 month) <br />Temporary Use Permit requirements <br />roadways, and debris stockpile <br />These changes to the existing LDRs have been incorporated into <br />section 1 of the proposed "final" ordinance. To summarize, the <br />ordinance now proposes to make the following changes to the <br />existing landclearing debris burning LDRs: <br />K7 <br />JAN 5 199 <br />BOOK 91 PAGE 419 <br />
