r JAN 111994 <br />BOOK 91 FACE 449 <br />ALTERNATIVE AND ANALYSIS: <br />This is our twelfth funding cycle under legislation passed by Congress which con- <br />solidated various social programs into the block grant categories for administration by <br />the State and local government, and raids not applied for from the Community Services <br />Block Grant Program will be redistributed among counties that make application. <br />RECOPMENDATION AND FUNDING: <br />We respectfully request the County Commission to authorize its Chairman, to execute <br />the Community Services Block Grant Program Application for submission to Florida's <br />Department of Cammniity Affairs along with the required accompanying Resolution. <br />This program will bring about improvements in safety and sanitation for approxi- <br />mately 14 homeowners,., 'The average cost.of improvements will be X5,000 per unit. The <br />$6,016 Grant pluEf $2-,697 of cash and in-kind contribution by the Housing Authority would <br />be supplemented with about $72,000,00 in loans and grants from the Farmers Home <br />Administration; <br />This program requires no additional County Funds. <br />Commissioner Eggert asked what is happening with the Farmers <br />Home Administration, and Guy L. Decker, Director of the IRC Housing <br />Authority, explained that. right now the FHA is embroiled in the <br />reorganization of the inter -governmental agencies, particularly <br />FaHA and HUD. Our application for the next 100 units of farm labor <br />housing in Gifford is being held up in the State office located in <br />Gainesville until this reorganization becomes a reality. This <br />little program that we do every year is the $6,000 grant that goes <br />towards the administrative costs. We get the money to actually do <br />the repairs on the FaHA loan and grant program, but they have split <br />our county in half and now we can concentrate only on the northern <br />part of the county. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 94-4, authorizing application for a <br />Housing/Rehabilitation Program to Assist Low-income <br />Families as administered by the Florida Department <br />of Community Affairs. <br />G <br />
