Chandler <br />County Administrator <br />DEP TME NT HEAD CONCURRENCE: <br />Robert M. ea ng, AfCP <br />Community Deve opm t Director <br />FROM: Sasan Rohani, AICP 19,02• <br />Chief, Long -Range Planning <br />DATE: January 4, 1994 <br />RE: County Surplus Lands <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of January 11, 1994. <br />DESCRIPTIONS & CONDITIONS <br />One requirement of the State Housing Initiatives Partnership -(SHIP) <br />program, through which the county receives $250,000 per year in <br />affordable housing funds, is that the county prepare and adopt a <br />housing incentive plan. Among the items which must be addressed in <br />that plan is the possibility of using county surplus property for <br />affordable housing purposes. <br />Surplus properties are those lots or parcels owned by the county, <br />but no longer needed for county purposes. Typically, the <br />properties were purchased by the county in order to provide sites <br />for constructing county facilities such as parks, offices, or <br />utility facilities. Some properties, however, were acquired by <br />default, usually by foreclosures for non-payment of taxes. <br />Even before the housing incentive plan requirement was established, <br />the issue of surplus property was addressed in the county's <br />comprehensive plan. Housing Element Policy 2.4 states: <br />"The county shall inventory all surplus county -owned land and <br />foreclosed properties that could be used for affordable <br />housing and will coordinate the identification of such lands <br />with municipalities, the School Board, the SJRWMD and other <br />public land owners in the county. The county will cooperate <br />with the State Department of Community Affairs in its annual <br />inventory of state-owned land available for affordable housing <br />development. <br />The county shall make these lands.available for affordable <br />housing development using a competitive Request for Proposal <br />(RFP) process, seeking proposals from the private sector. The <br />county shall also provide direct land grants to private non- <br />profit agencies. To ensure that these units will meet <br />affordable housing needs, the RFP process shall require units <br />produced average less than 85% of county median home price and <br />90%.of all units be less than median price. <br />Where surplus county land is available but not appropriate for <br />affordable housing, the county shall make that land available <br />43 <br />L_ J A N 111994 <br />BOOK 91 F,AGE 486 <br />
