J AN 1.1 1994 <br />BOOK 91 PAGE 489 <br />recommending 50% go to affordable housing and 50% go to the <br />development of parks. <br />Commissioner Bird pointed out that ultimately the Board would <br />decide on whether a piece of surplus property is best suited for <br />affordable housing or a park. <br />Commissioner Macht understood that this money would be put <br />into a trust fund, but he questioned the County's ability to give <br />property or proceeds from the sale of County -owned property to an <br />individual, which might be the case. <br />Director Keating explained that if it goes towards affordable <br />housing, we have only one type of program within the County's local <br />housing assistance program which would benefit an individual. That <br />is an impact fee grant that is limited to persons or families with <br />incomes below 50% of the area's median. That is the only strategy <br />that involves actually giving something away. All the others are <br />deferred loans. <br />Commissioner Bird advised that our present park fund is at <br />$197,000 and if this -is going to start today, he would like to see <br />that fund remain intact for parks and recreation and another fund <br />started that would receive only 50%. <br />Commissioner Macht felt that, essentially, we would be <br />literally diverting taxpayers' monies to a purpose that was not <br />intended. <br />Director Keating advised that the entire Affordable Housing <br />Incentive Plan is coming before the Board in the near future, but <br />Commissioner Eggert interjected that she had hoped to get this all <br />solved beforehand, but maybe we should look at a draft. <br />Commissioner Bird hoped that in whatever we do, we work though <br />the private sector. Numerous developers have come to him wanting <br />to do affordable housing but found out that it is not feasible <br />after putting all the numbers together. He suggested that one <br />incentive would be to waive impact fees on affordable housing <br />developments. <br />Commissioner Macht pointed out that affordable housing is <br />actually subsidized housing and surplus land should be treated as <br />an asset. If we want to subsidize affordable housing, then let's <br />do that, but let's call it by the right name. He would like to <br />defer this for consideration when the entire housing incentive plan <br />comes back to the Board. <br />Commissioner Eggert noted that we have approved the program <br />before, but the whole package will be brought back. <br />Director Keating anticipated that it would be some time in <br />March before we have a proper handle on all county -owned parcels. <br />46 <br />
