r FED _ 19, <br />I <br />BOOK <br />RESOLUTION NO. 94-31 <br />A RESOLUTION OF INDIAN RIVER COUNTY., FLORIDA <br />TO THE LEGISLATURE OF THE STATE OF FLORIDA IN <br />SUPPORT OF THE CREATION OF DEPARTMENT OF <br />YOUTH CORRECTIONS. <br />�.{GE <br />91 669 <br />WHEREAS, a significant part of the crimes committed in Florida are <br />by juveniles who are not subject to trial and punishment as adults; and <br />WHEREAS, this treatment has engendered complete disrespect for <br />law and the lives - and property of others by these juvenile: delinquents; and <br />WHEREAS, there is a bill proposed in the 1994' Legislature which <br />would create a Department of Youth Corrections to provide, among other <br />things, incarceration for many of the juvenile delinquents who now are set <br />free without any punishment; and <br />WHEREAS, Indian River County believes that proper punishment of <br />juveniles who commit serious crimes will deter other juveniles from such <br />activities, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The <br />Board strongly <br />supports <br />the adoption of a Department of <br />Youth Corrections <br />as supported <br />by the <br />Florida Prosecuting Attorneys <br />Association. <br />2. That a copy of this resolution be sent to the local delegation. <br />The foregoing resolution was offered by Commissioner <br />Bird and seconded by Commissioner Adams and, being put to a vote, the <br />vote was as follows: <br />Chairman John W.
