9 <br />500K 91 FacE 758 <br />completion of the sludge/septage facility and the establishment <br />of the operating budget for the 93-94 fiscal year, the County <br />authorized its rate consultant, CH2MHill, to evaluate the <br />sludge/septage operating costs based upon the established budget <br />and submit proposed sludge and septage rates. <br />ANALYSIS: <br />CH2MHill has completed its evaluation and has submitted their <br />report setting forth the proposed rates(copy attached). The <br />proposed rates are as follows: <br />Sludge and/or Septage <br />Dollars Per 1,000 Gallons $30.82 <br />Dollars Per Wet Ton $ 7.39 <br />Rate per 1.000 gallons of low or high solids concentration sludge or <br />septage <br />(((((mg/l proposed sludge - 17500)/1,000)*8.34)/2,000)*$253.3il+$30.82 <br />(((mg/l proposed sludge - 17500)/11000,000) *$253.38)+$7.39 <br />Notes: <br />a) The recommended rates assume domestic sludge/septage with <br />solids concentrations of between 1.5 and 2.0 percent. <br />b) Costs incurred by County to sample, monitor, and/or test <br />wastes to verify solids concentrations, metals content, etc. or <br />additional costs incurred to handle or dispose of wastes with <br />high metals concentrations or other nondomestic waste <br />characteristics should be recovered from the users discharging <br />the wastes in addition to the above charges. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends - <br />approval of the attached resolution authorizing the recommended <br />sludge and septage rates. <br />30 <br />
