Because Mr. Sabonjohn provided no backup material regarding his <br />requested Board appearance, staff cannot provide a complete staff <br />report in this case. Based upon recent code enforcement action, <br />however, staff can provide background information regarding Mr. <br />Sabonjohn's expected complaints. <br />Staff expects Mr. Sabonjohn to reference the property at the <br />southwest corner'of 43rd Avenue and 41st Street. Comprised of two <br />parcels, (one owned by Florence Sabonjohn and the other owned by <br />Peter Sabonjohn), this property has been the subject of several <br />code enforcement actions over the past few years. A brief <br />chronology follows: <br />• June, 1983: Code Enforcement Board order limiting the number <br />of mobile homes (to be occupied) on the site to eight, <br />prohibiting travel trailers on the site from being occupied. <br />• June, 1990: Notice to Peter Sabonjohn to connect to County <br />water and sewer. <br />• January, 1991: Peter Sabonjohn paid impact and other fees for <br />four water and sewer connections. <br />• November, 1991: Peter Sabonjohn paid impact and other fees for <br />one water and sewer connection. <br />• January, 1992: Peter Sabonjohn paid impact and other fees for <br />seven water and sewer connections. <br />• August, 1990; December, 1991: HRS Environmental Health <br />violation notices. <br />• 1991 & 1990: Several other Environmental Control Board <br />Actions. <br />• 1993 & 1994: Building Division identified various electrical <br />violations - illegal hookups of travel trailers. <br />ANALYSIS: <br />Mr. Sabonjohn has, in the past, complained about inconsistencies <br />between the actions of different local governments. In this case, <br />however, Mr. Sabonjohn was aware of the 1983 code enforcement order <br />limiting the number of mobile homes to eight. Despite that <br />awareness, he obtained the referenced water and sewer ERU's and <br />then complained about subsequent enforcement action. <br />It is staff's position that appropriate actions were taken in this <br />case. Staff has documented various violations on the site and is <br />pursuing these through the code enforcement board. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners defer this <br />matter to the code enforcement board. <br />Peter Sabonjohn, 1325 5th Avenue, S.W., came before the Board <br />asking for relief because he felt that various departments within <br />the County seem to have different sets of rules. He stated that <br />Mike Galanis of the Environmental Health Department had given him <br />permission to operate 9 mobile homes and several trailers in a <br />13 <br />BOOK 91 FAGS 781 <br />
