BACKGROUND: <br />On January 4, 1994, the Board of County Commissioners adopted <br />_ Resolution No. 94=2 that approved minor modifications to the <br />development order (D.O.) for the Countryside (formerly Village <br />Green West & South) DRI project. Specifically, the approved D.O. <br />modifications allowed development of a portion of the project as a <br />conventional single family subdivision to be known as "Sabal <br />Trace", and updated the D.O. project build -out date based upon an <br />updated traffic analysis. Although county staff, Treasure Coast <br />Regional Planning Council (TCRPC) staff, and Department of <br />Community Affairs (DCA) staff reviewed and had no objection to <br />approval of the D.O. modifications, DCA is now requesting that two <br />minor modifications be added to the D.O. (see attachment #1). <br />County staff have prepared a resolution that will modify the D.O. <br />in accordance with DCA's request. The Board of County <br />Commissioners is now to consider and approve the proposed minor <br />modifications. <br />ANALYSIS: <br />County planning staff have coordinated with the applicant and TCRPC <br />staff regarding the requested modifications. The applicant, county <br />staff, and TCRPC staff have no objections to the proposed <br />modifications. These modifications would: <br />1. Specifically state in paragraph 12 of the D.O. that after <br />December 31, 2005, no building permits can be issued for the <br />project unless a traffic study update is approved and the <br />project build -out date is extended. <br />2. Add DCA to the list of agencies that would review and approve <br />any project traffic study update. <br />Commissioner Adams was offended that the Florida Department of <br />Community Affairs (DCA) wants to review and approve any project <br />traffic study updates. <br />Planning Director Stan Boling advised that it is not unusual <br />for the DCA to want to review this type of project. The DCA wants <br />to be part of that list, which is not unusual in a Development <br />Order. <br />Community Development Director Bob Keating explained that the <br />DCA is involved because this is a Development of Regional Impact <br />(DRI). The good news is the DRI process will be phased out within <br />the next few years. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 94-37, amending the development order <br />approved by the Board of County Commissioners for <br />the Development of Regional Impact (D.R.I.) project <br />formerly known as Village Green West and Village <br />Green South, now known as Countryside North and <br />Countryside South, as recommended by staff. <br />25 <br />BOOK ;;91 PAGE '� <br />
