<br />The Board of County Commissioners of Indian River County, 
<br />Florida, met in Special Session at the County Commission Chambers, 
<br />1840 25th Street, Vero Beach, Florida, on Wednesday, February 23, 
<br />1994, at 9:00 a.m. Present were John W. Tippin, Chairman; Kenneth 
<br />R. Macht, Vice Chairman; Fran B. Adams; Richard N. Bird; and 
<br />Carolyn K. Eggert. Also present were James E. Chandler, County 
<br />Administrator; Charles P. Vitunac, County Attorney; and Patricia 
<br />Held, Deputy Clerk. 
<br />The Chairman called the meeting to order.
