AFFORDABLE HOUSING WORKSHOP <br />The Board reviewed memo from Community Development Director <br />Bob Keating dated February 23, 1994: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP 4MK <br />Community Development Director <br />DATE: February 23,. 1994 <br />SUBJECT: AFFORDABLE HOUSING WORKSHOP <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 1, 1994. <br />DESCRIPTION & CONDITIONS: <br />At a recent meeting, the Board of County commissioners decided to <br />have a workshop on affordable housing issues. The purpose of the <br />workshop is to consider at one time affordable housing issues which <br />have come before the Board incrementally, as well as to review the <br />County's draft Housing Incentive Plan in a workshop type setting. <br />Several factors have combined to warrant the Board's consideration <br />of affordable housing issues at this time. These include the <br />County's adopted comprehensive plan and its implementation; the. <br />County's current Local Housing Assistance Program; and the County's <br />draft Housing Incentive Plan. <br />• Comprehensive Plan <br />As required by Chapter 163.31611F.S., the Local Government <br />Comprehensive Planning and Land Development Regulation Act of 1985, <br />the County's comprehensive plan had to include a housing element. <br />Consistent with this requirement, a housing analysis was <br />undertaken, and a housing element was prepared. When the County's <br />comprehensive plan was adopted in February, 1990, the housing <br />component was one of the thirteen elements making up the plan. <br />Besides a needs assessment, the housing element includes a set of <br />goals, objectives, and policies. Among these policies are <br />provisions for establishing an affordable housing advisory <br />committee, creating a housing trust fund, and providing county <br />surplus property for affordable housing development. A copy of the <br />housing element goals, objectives, and policies is attached to this <br />staff report. <br />Once the comprehensive plan was adopted, the County was required to <br />implement the plan. Among its various housing element <br />implementation activities, the County formed the original <br />Affordable Housing Advisory committee. That committee focussed on <br />the housing trust fund and other housing element policies. <br />•Local Housing Assistance Program <br />As the County's Affordable Housing Advisory Committee was <br />addressing implementation of the comprehensive plan's housing <br />policies, the 1992 Legislature passed the Sadowski Affordable <br />23 <br />MAR ® 11994 BOOK 91 WAGE 87® <br />
