• The allowance of increased density levels. <br />• The reservation of infrastructure capacity for housing for <br />Very Low -Income Persons and Low -Income Persons. <br />• The transfer of development rights as a financing mechanism <br />for housing for Very Low -Income Persons and Low -Income <br />Persons. <br />• The reduction of parking and setback requirement. <br />• The allowance of zero -lot -line configurations. <br />• the modification of street requirements. <br />• The establishment of a process by which a Local Government <br />considers, before adoption, the impact of proposed policies, <br />procedures, ordinances, regulations, or Plan provisions upon <br />the cost of housing. <br />• The preparation of a printed inventory of locally owned public <br />lands suitable for Affordable housing. <br />In the past year, the County's Affordable Housing Advisory <br />Committee (AHAC) has addressed all of the issues referenced above <br />and prepared a draft Housing Incentive Plan. This plan was <br />approved by the AHAC at its meeting of February 10, 1994. At that <br />time, the AHAC recommended that the Board of County Commissioners <br />adopt the plan and forward it to the state for its review. <br />As scheduled, the Board of County Commissioners will consider <br />adoption of the Housing Incentive Plan'at its meeting of March 8, <br />1994. To provide adequate review time and to permit discussion of <br />the plan at the affordable housing workshop, copies of the draft <br />plan have already been distributed. <br />ANALYSIS: <br />As indicated in the draft Housing Incentive Plan, many of the issue <br />areas referenced in the SHIP rule have already been addressed by <br />the County. Through the efforts of the original Affordable Housing <br />Advisory Committee and the Professional Services Advisory <br />Committee, the County's land development regulations have been <br />reviewed in detail, impact fee issues and alternatives have been <br />discussed, and provisions have been made for special housing <br />development types. <br />While the draft Housing Incentive Plan does not include <br />recommendations for major changes, some recommendations may be <br />controversial. These are discussed below. <br />• County Surplus Property <br />This is an issue that was briefly considered in the past. While <br />the state SHIP rule requires that only a printed inventory of <br />locally owned public lands suitable for affordable housing be <br />prepared, the Affordable Housing Advisory Committee has recommended <br />that County surplus property suitable for affordable housing be <br />made available to non-profit housing agencies at below market cost. <br />The AHAC has also recommended that, where surplus property is sold <br />for other than affordable housing purposes, 50% of the proceeds be <br />deposited in the housing trust fund. <br />25 <br />i <br />BOOK 91 FA,c 872 <br />
