Director Keating responded that staff is preparing an <br />analysis, based on the 700 policies and 120 objectives of the <br />County's Comprehensive Plan, and that evaluation and appraisal <br />report is due in 1997. <br />Commissioner Bird reflected that we should progress with the <br />philosophy that the least government is the best government. The <br />County government will facilitate and enhance this plan, but the <br />private sector will fill the primary role in the housing market and <br />the landlord business. <br />Commissioner Eggert agreed that the emphasis of the affordable <br />housing incentive plan is to work with the private sector to aid <br />the very low and low income families. We have many people employed <br />in service businesses who have not been able to buy homes. <br />Commissioner Macht opposed subsidization of housing because <br />there are people in the moderate income category who obtain housing <br />through normal procedures, and they are taxed again to subsidize <br />housing for others in the same category. <br />Commissioner Bird noted that the ultimate goal is to hold <br />costs down across the board so that every category of income can <br />afford to buy a home. <br />Director Keating agreed that the purpose of the housing <br />incentive plan is to avoid subsidization. Our plan is a revolving <br />loan program with an applicable interest rate and is designed to <br />encourage developers to construct affordable housing. The <br />financial institutions are cooperating in setting up a home buyer <br />education program for recipients of these funds. The County is <br />coordinating with financial institutions, builders, and realtors to <br />hold meetings, to encourage everyone to become familiar with the <br />program and to promote interest in the program. <br />Commissioner Bird stressed that we have thousands of existing <br />affordable lots, and he saw this plan as a way for people to buy <br />existing platted lots rather than start new subdivisions. <br />Commissioner Adams asked, and Director Keating clarified that <br />loans under this plan are not available for mobile homes. <br />Commissioner Bird remarked that this program will have the <br />most immediate influence in the area of utility impact fees. <br />Chairman Tippin asked if anyone in the audience had questions <br />or comments. <br />Herndon Williams, resident of Vero Beach, was concerned about <br />the free enterprise issue or the County competing with the private <br />sector, and conceded that the Board addressed that subject.
