Florida's new litter program includes the establishment <br />of a statewide 50 percent litter and marine debris reduction goal <br />which is to be reached by January 1997. <br />ANALYSIS <br />The amount awarded to Indian River County - $9,582 - requires no <br />matching funds. Fund expenditure guidelines: <br />Option 1 - Operating Costs, up to loot (to cover a choice of one <br />or more of the following Keep Florida Beautiful programs) <br />a. Great Florida Cleanup <br />b. Adopt -A -Shore <br />c. Adopt-A-Road/Street <br />d. Trash Troopers <br />e. Boaters' and Anglers' Pledge <br />f. Storm Drain Stenciling <br />g. Clean Builders Program <br />h. Xeriscape/Beautification <br />i. Adopt -A -Tree <br />J. Bag It On Buses <br />NOTE: Details of these programs are attached as Exhibit I. <br />Option 2 - Projects to assist local governments with the removal <br />of litter and debris.• The remainder of the award not spent on <br />removal shall be used to fund educational and prevention - <br />programs. <br />I will coordinate the program. I will study the options and make <br />a recommendation based on Indian River County's specific needs <br />and the best use of the funds within grant guidelines. <br />Because no matching funds or additional staffing obligations are <br />attached to the grant, and because there are Indian River County <br />litter and marine debris abatement needs that fall well within <br />the grant guidelines, staff recommends that Indian River County <br />accept this grant and that the Authorized Representative, <br />Chairman of the Indian River County Board of Commissioners, John <br />W. Tippin, sign both copies of the Offer and Acceptance Form and <br />the first quarter reimbursement form affixed hereto, so that they <br />may be forwarded to the DEP. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously accepted <br />the 1993-94 Litter and Marine Debris Prevention <br />Grant in the amount of $9,582 from the Florida <br />Department of Environmental Protection (DEP), and <br />authorized staff to forward the Offer and Acceptance <br />Form and the first quarter reimbursement form to the <br />DEP, as recommended by staff. <br />COPY OF GRANT DOCUMENT IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />16 <br />
