However, the State requirement is for local governments <br />to find specific ways to expedite affordable housing projects. <br />Commissioner Adams felt that most delays are caused when the <br />County is waiting for applicants to provide missing information. <br />Commissioner Eggert's opinion was that the State requirements <br />refer to eliminating delays that are caused by the County rather <br />than by applicants. <br />Administrator Chandler pointed out that the permitting process <br />could be expedited if we had sufficient space in the building for <br />staff from the various departments to meet and discuss all aspects <br />of pending applications. <br />Commissioner Eggert led discussion about the County surplus <br />land inventory. <br />Director Keating explained that a requirement of the housing <br />incentive plan is for local governments to have a provision in the <br />plan for the sale of surplus property to non-profit organizations <br />for affordable housing purposes. If the non-profit organizations <br />are not interested in a particular parcel, the committee recommends <br />that the property be sold to the highest bidder and the proceeds <br />split evenly between the parks and recreation fund and the <br />affordable housing trust fund. <br />Commissioner Bird commented that there are many platted lots' <br />in the county that are available at reasonable prices. He thought <br />we should encourage the use of those lots for affordable housing. <br />Director Keating explained that the State's rationale was to <br />get County -owned property into private ownership and on the tax <br />rolls, to bring tax money into the local government and also to <br />meet some of the affordable housing needs. <br />Chairman Tippin stated that if County -owned lots have liens on <br />them for demolition costs, he preferred to use the money derived <br />from the sale of those properties to repay the County for those <br />costs. <br />Commissioner Adams asked, and Director Keating confirmed that <br />the list of County -owned property is included as page 71 of the <br />affordable housing incentive plan. <br />Lengthy discussion ensued about the sale of surplus County - <br />owned property for affordable housing purposes. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Charles Cox, member of the Affordable Housing Advisory <br />Committee, directed the Board's attention to the following <br />correspondence: <br />W <br />
