Commissioner Macht felt that we should consider public lands <br />in the context of the overall benefit to citizens of our county. <br />Commissioner Eggert was concerned that the State might not <br />accept the Plan if we remove the statement about prioritizing <br />review of affordable housing projects. <br />Commissioner Adams wondered whether it is necessary to include <br />the word "prioritize," because she was sure that staff would <br />expedite the permitting process when grant monies were available <br />and might be forfeited. <br />Director Keating stressed that the State requires the <br />affordable housing incentive plan to include provisions for <br />prioritizing affordable housing. <br />Commissioner Bird expressed concern about splitting proceeds <br />from the sale of surplus property, because affordable housing <br />benefits a few people, whereas parks and recreation benefits the <br />entire community. He preferred to keep our options open. <br />Administrator Chandler commented that some County property is <br />not considered to be surplus. For example, the proceeds from the <br />sale of the old Courthouse probably will be used towards the cost <br />of a new building. <br />Chairman Tippin urged the Board to make a decision on the <br />language to be used in Statement 2. <br />Director Keating suggested that we make approval of the use of <br />surplus County -owned property contingent upon staff coming back in <br />several years with an analysis of the need for funds for the SHIP <br />program, depending upon how the program is functioning in terms of <br />revenue and expenses. <br />ON MOTION by Commissioner Adams, seconded by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 94-44, approving the Affordable Housing <br />Incentive Plan, and unanimously agreed to make the <br />following changes to the Affordable Housing <br />Incentive Plan: remove the surplus property list; <br />revise recommendation #2 on pages 6 and 76 to <br />include the language set forth in the above addendum <br />to staff's memorandum; remove the words "non-profit" <br />and "less than market value" from recommendation #1 <br />on pages 5 and 70; and change Item #3 of the <br />Inventory section to provide for the County to have <br />the ability to decide at a later date, based on an <br />analysis of how the SHIP program is progressing in <br />terms of revenue and expenses, whether to contribute <br />50% of the proceeds from the sale of County -owned <br />surplus lands to the County's Housing Trust Fund. <br />MAS i��q BOOK 91,.F.+cr 9?9 <br />
