approximately 3.5 acre -parcel that extends north to 18th Street. <br />To meet the dimensional requirements of the PRO district (a maximum <br />depth of 300 feet measured from the adjacent road), the request <br />involves splitting the parcel with a district boundary. The <br />purpose of this request is to secure the necessary zoning to <br />develop the property with professional office uses. <br />On January 13, 1994, the Planning and Zoning Commission voted 4-2 <br />to recommend that the Board of County Commissioners approve this <br />request to rezone the subject property to PRO. <br />Existing Land Use Pattern <br />Both the 3.5 acre parcel containing the subject property and the <br />property to the west consist of vacant land zoned RM -10, Multiple - <br />Family Residential District (up to 10 units/acre). To the south, <br />across 17th Street, is the Rockridge Subdivision of single-family <br />homes, also zoned RM -10. <br />Since the subject property's east boundary is the border between <br />the City of Vero Beach and unincorporated Indian River County, the <br />property to the east of the subject property is within the Vero <br />Beach city limits. This property is zoned POI, Professional Office <br />and Institutional District, on the city's zoning map, and consists <br />of vacant land. <br />Some mixing of uses is permitted in the POI district. As the name <br />implies, professional and business offices are permitted, as are <br />nursing homes, Adult Congregate Living Facilities, and single- <br />family, but not multiple -family, residences. Beauty and barber <br />shops are the only retail uses permitted in the POI district. <br />North of the 3.5 acre parcel containing the subject property, 18th <br />Street forms a border between the City of Vero Beach and <br />unincorporated Indian River County. Therefore, land north of the <br />site, across 18th Street, is also within the Vero Beach city <br />limits. This land is zoned RM -10, Medium and High Density <br />Multiple -Family District, on the city's zoning map, and contains <br />the Oak Park Terrace Condominiums. As with the County's RM -10 <br />district, the City of Vero Beach's RM -10 district allows single - <br />and multiple -family residential development with densities up to 10 <br />units/acre. <br />Future Land Use Pattern <br />The subject property and properties to the north, south, and west <br />are designated M-2, Medium -Density Residential -2, on the county <br />future land use map. The M-2 designation permits residential uses <br />with densities up to 10 units/acre. Land abutting the subject <br />property's east boundary is within the City of Vero Beach. This <br />land is designated RM, Residential Medium, on the city's future <br />land use map. The RM designation permits residential uses with a <br />density range of 5 to 12 units/acre. <br />Environment <br />The property is not designated as environmentally important or <br />environmentally sensitive on the comprehensive plan. Although a <br />few native oaks exist on the site, the parcel is dominated by <br />Australian pine and Brazilian pepper trees; both of these are <br />considered invasive exotic species. For this reason, the site has <br />little native habitat value. <br />According to Flood Insurance Rating Maps, the subject property is <br />within an "AE" 100 year floodplain, with a minimum base flood <br />elevation. requirement of 6 feet NGVD (National Geodetic Vertical <br />Datum of 1929). <br />Utilities and Services <br />The site is within the Urban Service Area of the county. Water <br />lines extend to the site from the South County Reverse Osmosis <br />Plant, and wastewater lines extend to the site from the City of <br />Vero Beach Wastewater Treatment Plant. <br />31 <br />MAR 8 1994 BOOK 91 F�co� <br />
