Under discussion, Commissioner Adams stated that the County <br />Attorney, Community Development Director Bob Keating, and Public <br />Works Director Jim Davis should participate in the meeting with <br />Attorney Sherman Smith. <br />Sandra Swisher, representing Donna Burd, reported that the <br />clouds on the titles had been revealed by August 30, 1993, when the <br />water lines were placed along 4th Street. She asked why this issue <br />was not addressed at that time. <br />Chairman Tippin stated that Utility Services Director Terry <br />Pinto also should attend the meeting with Attorney Sherman Smith. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />COMMISSIONER MACHT LEFT THE MEETING AT 11:35 A.M. DUE TO ILLNESS. <br />APPROVAL OF BASE GRANT AGREEMENT FROM THE EMERGENCY MANAGEMENT <br />PREPAREDNESS AND ASSISTANCE TRUST FUND <br />The Board reviewed the following memos dated February 15, <br />1994, and March 6, 1994: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, ounty Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: February 15, 1994 <br />SUBJECT: Approval of Base Grant Agreement From the Emergency <br />Management, Preparedness and Assistance Trust Fund <br />Contract Number 94 -EO -4M-10-40-01-031 <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />In 1993, the Florida Legislature enacted two significant pieces of <br />legislation to improve disaster preparedness and response <br />capabilities throughout Florida. These bills, known as HB 911 and SB <br />1858, strengthen emergency management planning requirements at all <br />levels, provide additional funding for emergency management programs, <br />and implement numerous additional recommendations of the Governor's <br />Disaster Planning and Response Review Committee. <br />Included in the new legislation is a funding mechanism created for <br />local emergency management agencies and other programs in an <br />Emergency Management, Preparedness and Assistance Trust Fund. The <br />funding comes from an annual nonrefundable surcharge of $2.00 per <br />C,9: <br />MAR 1994 BOOK �� �t, F O5 . <br />
