FF -MAR 8 1994 BOOK <br />SLUDGE/SEPTAGE FACILITY TRUCK SCALES <br />The Board reviewed the following memo dated February 24, 1994: <br />DATE: FEBRUARY 24, 1994 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRAT <br />FROM: TERRANCE G. PIN <br />DIRECTOR OF CES <br />PREPARED HARRY E. ASH <br />AND STAFFED ASSISTANT DIRECTOR OF UTILITY SERVICES <br />BY: <br />SUBJECT: SLUDGE/SEPTAGE FACILITY TRUCK SCALES <br />BACKGROUND: <br />On October 19, 1993, the Board of County Commissioners approved the work <br />authorization for Camp, Dresser & Mckee, Inc. to prepare the site plan, performance <br />specifications to assure standardization of equipment (compatible with landfill scales) <br />and documents for solicitation of Request for Proposal for the installation of weighing <br />scales at the sludge/septage facility. The Request for Proposal required the <br />furnishing and installation of equipment per the performance specifications for a <br />turnkey truck scale and computerized weighing and data collection/accounting system <br />for tracking incoming sludge and septage for customer accounts at the facility. <br />ANALYSIS: <br />The Consultant has completed the site plan, performance specifications to assure <br />standardization of equipment, and prepared the Request for Proposal for submittal to <br />qualified vendors. The Department requested the Consultant submit the Request for <br />Proposal to Dickey Scales, the vendor who provided the scales for the landfill system, <br />to assure standardization of equipment. The Department believes that with <br />standardization that reduced testing, maintenance and repair costs can be achieved. <br />The Department has received Dickey Scales' response to the Request for Proposal. <br />The Department and Consultant have reviewed the response to the Request for <br />Proposal and have determined that the submittal meets the requirements set forth in <br />the request. The Department and Consultant have met with Dickey Scales and <br />negotiated the price of $65,914.00 to perform the requirements set forth in the <br />Request for Proposal (attached). The Department has compared the negotiated price <br />with the bids received for the landfill system in 1991 and the current bid is lower <br />overall than the 1991 landfill bid. Funding for this project will be from existing funds in <br />the Sludge/ Septage Construction Fund. <br />RECOMMENDATION: <br />The staff recommends approval by the Board of County Commissioners of the request <br />to sole source and to authorize the execution of the attached contract with Dickey <br />Scales to provide the services set forth in the Request for Proposal. <br />64 <br />
