CONSULTANT SERVICES RANKING - RINGS HIGHWAY (58TH AVE.) WIDENING <br />The Board reviewed the following memo dated 3/7/94: <br />TO: James E. Thompson, P.E. <br />Capital Projects Manager <br />SUBJECT: Consultant Services Ranking <br />Rings Highway (58th Avenue) Widening <br />DATE: March 7, 1994 FILE: 58thRank.agn <br />DESCRIPTION AND CONDITIONS <br />Indian River County solicited Proposals from interested consultants to <br />provide professional engineering and land surveying services for improvements <br />to Rings Highway (58th Avenue) from SR 60 to Oslo Road. A general <br />description of the scope of work includes but is not limited to the <br />following: <br />The engineering design for the construction of a four -lane divided <br />roadway section from SR 60 to 12th Street; construction of two-lane <br />section from 12th Street to Oslo Road including left turn lanes at <br />major intersecting roadways; replacement of six side street bridges <br />on the east side of 58th Avenue; construction of five lane bridge <br />over the Main Canal near Lundberg Road; construction of detention <br />ponds; and modifications to adjacent groves. <br />Notices were mailed to forty-four (44) consulting firms, twenty-two (22) of <br />the firms requested a detailed scope of work and instructions for submitting <br />proposals. Eight (8) proposals were received and reviewed by the selection <br />committee. <br />The selection committee consisting of James Davis, Don Donaldson, Dave Cox <br />and Terry Thompson, short-listed three firms and interviewed the short listed <br />firms. The resultant ranking of firms by the selection committee is as <br />follows: <br />1. Kimley-Horn and Associates, Inc./H. F. Lenz Company <br />2. Regional Engineers, Planners and Surveyors, Inc. <br />3. Post, Buckley, Schuh and Jernigan, Inc. <br />RECOMMENDATIONS AND FUNDING <br />The committee recommends that staff be authorized to negotiate a contract <br />with the highest ranked firm. If staff is unable to negotiate a satisfactory <br />contract with the first ranked consultant, County staff will terminate <br />negotiations with the first ranked consultant and undertake negotiations with <br />the second ranked consultant and so forth until a satisfactory contract is <br />agreed upon.
