PI <br />DIRECTOR OF UTILITY ERVICES <br />PREPARED ANA AND O <br />AND STAFFED FRANCHI COORDINATOR <br />BY: <br />SUBJECT: TELCOS ENTERING CABLE MARKET <br />BACKGROUND <br />91 F',UF 9g <br />On March 10, 1994, our department received the attached fax. <br />Congress is currently considering allowing telephone companies to <br />enter the cable market without a franchise. The Clinton <br />administration supports this amendment. <br />ANALYSIS <br />We do not recommend the telephone companies use the County Right - <br />of -Ways, easements and roads without any return of revenue to the <br />County. Therefore, we feel it is important that some form of <br />franchise be required for the telephone companies that provide <br />cable service. We feel that telcos should pay fees as do cable <br />operators. <br />RECOMMENDATION <br />The staff of the Department of Utility Services requests your <br />approval to support NATOA in this issue and to act promptly to <br />provide our input to the congressional process. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously authorized <br />the support of the National Association of Tele- <br />communications Officers and Advisors (NATOA) in <br />their opposition to allowing telephone companies to <br />enter the cable market without a franchise. - <br />26 <br />
