MAR 22 1994 BOOK <br />- Economic Development Element Objectives 1 and 6 <br />91 PAGE 102 <br />Economic Development Element Objective 1 states that the county <br />will reduce its unemployment rate. Economic Development Element <br />Objective 6 states that the county's LDRs will encourage economic <br />development. Consistent with the county's LDRs, the requested <br />zoning would allow the land owner to proceed with plans for a large <br />outlet mall. The construction of that mall would boost the <br />development industry locally, as well as provide many full- and <br />part-time jobs. Therefore, the request is consistent with Economic <br />Development Element Objectives 1 and 6. <br />As part of the staff analysis, all policies in the comprehensive <br />plan were considered. Based on this analysis, staff determined <br />that the proposed zoning district is consistent with the <br />comprehensive plan. <br />Appropriateness of the CG District <br />The site has characteristics required for both industrial and <br />commercial uses. Located within a commercial/industrial node, and <br />near a major intersection, the site has the convenient access <br />preferred by both commercial and industrial uses. Additionally, <br />the site is currently isolated from development that may be <br />negatively impacted by industrial uses. However, based on current <br />zoning; future development near the site is likely to be <br />residential and commercial. For this reason, the less intense CG <br />zoning is more appropriate for the site than IL zoning, which, <br />according the county's LDRs, is intended to minimize potential <br />adverse impacts on nearby land. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, <br />consistent with the goals, objectives, and policies of the <br />comprehensive plan, and meets all applicable concurrency criteria. <br />The subject property is located in an area deemed suitable for <br />commercial uses, and the request has met all applicable criteria. <br />Staff supports the request. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />this request to rezone the subject property from IL and A-1 to CG. <br />Director Keating explained that the applicant submitted a <br />request to the State Department of Community Affairs for a binding <br />letter of determination that the size and magnitude of the <br />development as proposed does not constitute a Development of <br />Regional Impact (DRI). It is staff's understanding that the <br />binding letter will be issued in the next few weeks. That letter <br />will cover the first two phases of the property, which is slightly <br />more than 300,000 square feet. When the third phase is considered, <br />the property will become a DRI and the applicant will undergo the <br />DRI process. i _ <br />24 <br />
