Director Wright -.noted that further down the page the report <br />mentions barking. He admitted that the biting is mentioned in the <br />report, but wished to point out that testimony is available today <br />to correct the notes. We think that is more of an error on the <br />part of the person who entered it than a report of an actual bite <br />case. <br />Attorney Stone understood then that Director Wright was <br />acknowledging that there can be errors on the dispatcher reports. <br />In response to Commissioner Bird's question, Director Wright <br />stated that he felt all 4 incidents discussed today are Group 2 <br />offenses. <br />Commissioner Bird felt we should look more closely at the <br />policy which states that two Group 2 offenses in your entire career <br />is grounds for termination, and Attorney Collins explained that <br />prior to April, 1993, our personnel manual included a provision for <br />incidents to be expunged after a certain length of time. Our new <br />policy does not include that provision, and these incidents <br />occurred after April, 1993. <br />Commissioner Adams wanted to know more about the procedure on <br />dispatcher reports, and Mrs. Errett explained that when a call <br />comes in, the dispatcher writes down as much information as <br />possible and sends an animal control officer to the scene. When <br />the computer is free, this information is then entered into the <br />computer. There are three officers on duty daily, Monday through <br />Friday. They are paid two hours of overtime for each week they <br />have on-call duty and receive time and a half for the hours they <br />actually respond. Every third week an officer works the on-call <br />duty. At 5:00 p.m. one officer goes on call until 7:00 a.m. in the <br />morning. They carry hand-held radios and their vehicles have <br />radios. They do,not have lap -size computers to log their reports. <br />If a form is not completed, we don't have a record of that call. <br />We are in the process of developing a new computer program to <br />compile detailed reports of each officer's calls. We average 30-40 <br />animal calls a day, which is 10-15 per officer. On the weekend <br />they respond only to calls on sick and injured domestic animals and <br />wildlife. <br />Commissioner Macht asked if Ms. House received an annual <br />evaluation, and Attorney Collins advised that the most recent <br />valuation prior to her hearing before Administrator Chandler was <br />January 23, 1993.
