Another factor <br />that has contributed to air quality problems is that buildings were <br />made airtight as a result of the energy crisis in the late 1970s. <br />Air handling systems have gone through substantial changes since <br />that time in order to deal with those problems. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously accepted <br />the consultant's report and directed staff to <br />research available alternatives for presentation to <br />the Board. <br />CONSULTANT'S REPORT IS ON FILE <br />IN THE COUNTY COMMISSION OFFICE <br />PROFESSIONAL ENGINEERING SERVICES AGREEMENT - 66TH AVENUE ROADWAY <br />& DRAINAGE IMPROVEMENTS - CARTER ASSOCIATES INC. <br />Public Works Director Jim Davis commented from the following <br />memo dated March 16, 1994: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Professional Engineering Services Agreement - <br />66th Avenue Roadway & Drainage Improvements <br />DATE: March 16, 1994 FILE: 48.AGN <br />DESCRIPTION AND CONDITIONS <br />s As approved by the Board in December, 1993, staff has negotiated <br />the attached engineering services agreement with Carter <br />Associates, Inc., Vero Beach, which provides for professional <br />engineering and related services described as roadway and drainage <br />improvements to 66th Avenue between 5th Street SW and 4th Street W <br />for a not to exceed fee of $25,460. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends authorization for the Chairman to execute the <br />attached agreement. Funding to be from Road Impact Fee funds. <br />
