DeBloiCP <br />Chief, Environmental Planning <br />DATE: April 51 1994 <br />RE: Florida Communities Trust (FCT) Conceptual Approval <br />Agreements for State Cost -Share to Acquire Prang and <br />Lost Tree Islands <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 12, 1994. <br />DESCRIPTION AND CONDITIONS <br />In August, 1993, county staff, as authorized by the Board of County <br />Commissioners and endorsed by the County Land Acquisition Advisory <br />Committee (LAAC), submitted an application to the Florida <br />Communities Trust (FCT) program for 40% acquisition funding of the <br />Lost Tree Islands and Prang Island sites. <br />Funding Approved <br />On January 6, 1994, the FCT Governing Body held a public hearing in <br />Tallahassee regarding third -year -cycle FCT grant applications. The <br />purpose of the hearing was to finalize the scoring and ranking of <br />each of 31 submitted projects. As a result of the scoring, the <br />Prang Island site ranked 4th, and the Lost Tree Islands ranked 9th <br />out of the total 31 projects, both solidly within the State's <br />funding range. <br />Conceptual Approval Agreements <br />Since the January 6th FCT hearing, FCT staff have visited the <br />island sites with county staff to verify site conditions as <br />represented in the project applications. In accordance with State <br />procedures, the next step is for the FCT Governing Body and the <br />County Commission to execute a "Conceptual Approval Agreement" for <br />each project. Because these projects are located within the City <br />of Vero Beach ( both Prang and Lost Tree) and the Town of Indian <br />River Shores (Lost Tree), the City and Town Councils must also <br />execute the agreements for full approval. <br />FCT staff have transmitted the attached draft Conceptual Approval <br />Agreements to county staff relating to the subject properties. <br />These Agreements were approved by the FCT Governing Body at its <br />meeting on March 4, 1994, and are presented herein for the Board's <br />consideration. - <br />100 <br />
